He showed up about ten years ago, maybe a little longer, mostly in downtown San Francisco. He walks the street wearing a badly fitting business suit, with an elaborate and constantly evolving sign, talking about stuff like ‘nine galaxies imperiled to a zygnatronic universe’, and calling for the impeachment of various past presidents.

He’s a minor celebrity in the City, and attends any major event or rally. People dress up like him for Halloween.
