Yes and no, but you’re also falling into the kitchen table error — a government is not a home. It’s closer to think of it as a corporation though there are major flaws there as well.

Yes, needs are determined. No, this is not done without consideration of revenues. However, money can be and is borrowed to cover these needs because paying the needs now will result in greater gains long-term.

A major flaw in that assumption comes when people decide they don’t want to pay for what they’re getting, and are in position to make that happen.

I wasn’t trying to make a judgement on how government figures budgets, just trying to understand so I can get out of my own way of thinking.
