A democrat Rhode Island rep. has suggested fmr. President Bush, Vice President Cheney and Sec. of State Rice be waterboarded for charity… he offers $100 for every minute they endure.

That’s $100 per second, and the offer was to each individual, independently. As to which charity or charities would benefit, or who decides, the linked story is not clear.
