Regulations should have been in place, and enforced, before deep water drilling was licensed. Unfortunately, that is not reality either.

Regulations were in place, the regulator screwed up and approved the faulty plans. All the warning signs were there, the regulators missed them. There is no evidence of a failure of regulations, and every evidence of a failure of the regulators.
BP made some bad judgement calls, and the regulators approved each and every one of them. I doubt any of these mistakes will be made again, the lesson has been learned. But sure, let’s go on and on about regulation and de-regulation and pretend that is the issue with this incident.
