The answer is better sex ed, including the intense education of LE investigators. At the very least, if it is determined that this is innocent kid-on-kid, she is a candidate for some very intense contraception instruction. OTC makes that less likely.

But it makes it more likely she won’t get pregnant. Obviously its not optimal for a 14 year old to be having sex, but there has to be a better way to deal with this than making her get pregnant.
