i would make one correction, as i understand things

if a state legislature issued it’s own slate of electors, Congress would *not* have a dilemma, or difference or dispute of any sort.

it would have a legitimate slate of electors certified by the governor or SOS or whoever, based on the election.
and
it would have ‘something’ from the legislature. that ‘something’ would have no weight, validity or legality. the legislature (depending on the state) has no such power to select the electors after an election by vote of the people.

*I* could send a slate of electors and it would have exactly the same validity as the legislature’s in this circumstance

I would tend to agree, but I guess it would end up as a distinction without much of a difference. They already decided on their manner of choosing electors before election day, so any attempted change is meaningless.
