Okay, but try in three languages (other than English) at 3 am with American cops, and see where that gets you. You MIGHT get lucky and have a Spanish-speaking cop. If not, forget it.

We do not stack up well as a nation at learning foreign languages. Es triste, pero es la verdad.

You know damn well our country spends a fortune translating forms into Spanish at least!

The French have millions of tourists visit their country every year, they could have had these police report forms in another language.

Plus America is a huge land mass, France is smaller, and I was only a couple hours away from their southern neighbor, Spain. I was speaking languages spoken on either side of their little country and they acted as if I was speaking Klingon.
