Hell, that’s been the point of fighter development in the US for decades now, the pursuit of a fighter that has no need for guns or maneuverability because its radar and stealth will help it wipe the sky of opponents before they can get within range.

Kill ratios work great as long as the other side is scared of the ratio. Its when they say “20 to 1? Shit, send up 21.” that you have a problem.
