I have never been to Europe and so I don’t know if this is true - but Carla Bruni in that dress seems to be making the point.

It’s true, very much so. Especially if you will be in Paris. Also, remember, the humidity is stifling. Europe is a land mass surrounded by three bodies of water, it’s very damp all year round.

I prefer Feb. in Europe.
