Honestly, I have never heard the distinction before.

You have to make that distinction because “Holocaust survivor” immediately invokes an image of someone who spent time at Auschwitz or some other concentration camp. You can’t apply the term “Holocaust survivor” to people who sat out the war in the UK, or Shanghai, or Uzbekistan.
