We have been told by libertarians and conservatives that regulations are not only unnecessary, because the system will police itself, but actually bad for the system. If this was true then the blame cannot be placed on regulatory organizations, only on the companies.

Of course this isn’t part of reality so the staff at those regulatory organizations, if they did not enforce the regulations, should be fired. Now the question I have is, did the regulatory organizations screw up, did the oil companies lie, or were the regulations toothless?

My understanding is that there are regulations in place for more strict compliance, but that MMS gave BP a pass (in other words, they agreed with BP that a disaster was not likely and therefore did not push BP for more inspections).
