Let’s be fair here — the markets would probably be reacting this way anyway because of the impact the virus is having around the world. It is remotely possible that if the pandemic team had not been disbanded in 2018 there might have been early measures that could have prevented the spread worldwide BUT given the Chinese delays in handling this, a worldwide pandemic was still the likely outcome.

And also a possibility that the if the pandemic team had been left in place their recommendations and preliminary actions would have been overridden anyways.
