Joseph Gordon Levitt was established as Robin, not Batman. Now if you want to go according to the comics it is true that Dick Grayson (Robin) DID actually assume the role of Batman for awhile so I suppose mentioning him as a potential casting choice does make sense.

It’s possible Levitt was approached and didn’t want it.
