You do, indeed, have to be licensed to drive a car whether you own it or not. To get that license, you must pass written and driving tests and must maintain that license by renewing it yearly. Your car must be registered and licensed yearly and in most states (all now?) it must be annually inspected for proper performance. By law, your car must be minimally insured to at least protect others from your misuse of the vehicle or accidents.

Yeah, getting/owing a gun is considerably easier than a car.

No, not in Wisconsin. Perhaps your state requires that of cars, but not here. The only thing I _have_ to do to _own_ a car legally is transfer the title. I do not even need a drivers license so long as I am on property I own.
