It’s either that, or amend the constitution. I expect they will limit the transparency requirement to foreign sources located in countries who have been known to sponsor anti-American terrorism or radical religious movements. Like Iran, Libya, Syria and of course Saudi Arabia.

Why is it ‘either that or amend the constitution’?

I see absolutely no reason to make any sweeping change to rules about revealing donor lists.
