I wonder if a civilian could get the sandbag or rubber bullet cartridge. One thing that is ass backwards about gun controls is lots of less lethal devices are L.E. only. Hmm.

Its one of those inverse logic deals. Everyone knows a gun is dangerous, so they’re more careful. Slap “Less Lethal” on it and people will be more likely to use it, even in situations where its not called for and more people will get injured.
