Presidents have been encouraging people to volunteer for a long time. Not all of Obama’s plans are great but he has the right general idea and it’s not significantly different than what other presidents from both parties have done in the past.

I can’t recall specifically - but it seems to me GWB’s push for “faith-based initiatives” must have included some “volunteerism” efforts.
