They’re offering no proof, in any of these cases I’ve seen, that this is not a stillbirth. The assumption appears to be that if a baby dies in childbirth or shortly after, it was murder.

Is it usual for people to deliver at home in this area, I wonder? That’s the thing that stands out for me.

Good point. They’re assuming that these situations they encountered were murdered but there was no investigation. If they say they can’t charge them with a crime then they won’t investigate it to prove otherwise. Might be other contributing factors as well.
