That seems to indicate it might be disaster-related overloading, rather than damage done as a direct result of the incident. However, anything’s an option right now.
The networks are designed from the start with a lot of redundancy; it looks like the transition period as traffic is rerouted.
While the equipment may have survived (although there is a lot of old circuit switching that may not be considered repairable or worth repairing), without proper cooling and power the center can’t run for long; the UPS is only good for short intervals.
I do worry this is a dry run.
