On his death bed a billionaire gives a gift of his entire fortune to his son, and then dies. If what you say is true, estate taxes would never be collected aside from unexpected/accidental deaths.
There would still be a gift tax return.
There would still be an estate return.
There would be a tax calculated
If the estate has nothing left to pay it, you can be 100% comfortable theyd get it from the donee/recipient
