I think it’s reasonable that Bush be given credit for the waning violence in Iraq - he advocated a troop surge and the waning violence seems to be the result of that surge.

But giving Bush credit for women being elected to Kuwait’s parliament… what did he do that would have helped that? I’m not particularly familiar with his “democratization” policies and as such am not really in a position to evaluate. If someone could enlighten me, that’d be appreciated.

Kuwait was already on a gradual (very gradual) road to liberalization. Bush probably helped it along by keeping the issue on the agenda.
