Medicaid is means-tested, while Medicare is age-tested (and also for those with specified conditions.)

The concept though is essentially the same: the government by law takes taxes to pay for medical treatment. In one case the tax is called a “payroll tax”, and in the other case the tax is just from the general income tax (from whatever source.)

I’m not too keen on what has been proposed so far, but I am finding it hard to engage in the kind of outrage that has been so popular in certain quarters.
