If the leadership is chosen in the way that the article says— invitation only by already existing leaders— then that is in no way anarchic. As you said:

A group of leaders choosing the new leaders is in no way anarchic.

Anarchists working illegaly underground often have to keep matters of their hierarchy formation process secret, it does not automatically make them non-anarchic.

I would say that it does, if that secret is also kept from most members of the organization.
