A funding grant for a speaking tour doesn’t make you an employee. I’m sure that the State Department is getting their money’s worth out of his outreach efforts. But anything else he does is none of their business, provided that it’s not in violation of the interests of the United States.

OK, so he’s sort of an independent contractor, with a grant to go and do a speaking tour?
