I’m not sure there is a way to make the site of the hajj safe given the demand for access driven by Islam’s requirement for an observant Muslim to make the hajj, cheap airfares and general prosperity meaning many Muslims can now afford to visit Mecca coupled with the very much larger number of Muslims in the world today. The actual holy sites are not that large and having ten million people at a time trying to meet their religious obligations safely in an area smaller than a Superbowl stadium is difficult tending towards impossible.

I disagree. It’s a daunting task, but not impossible. Crowd control in a theocratic nation should not be that difficult to implement.
