In disaster relief, one of the first objectives is getting infrastructure restored so that resources can flow out to those who are not near the resources. Stacking up MREs and bottles of water on the docks doesn’t mean a damned thing if people out in the sticks are stuck behind blocked roads with broken water pipes and downed power lines.
