I know your motives are in line with mine, but trying to legislate legislators into doing their jobs has had a 100% failure rate in my experience. They all magically re-discover the Constitution when someone tries.
The best way to deal with that is to educate the electorate, not to try restrain their representatives.

And this will be a socialist hell hole before the electorate is back to being informed.
