Markey voted present out of respect to Kerry and his old seat? Much better than a no vote which would created its own minor s*itstorm.
That would be my take on it.

But Kerry is FOR the resolution, so if it’s “out of respect to Kerry and his old seat” wouldn’t you think he would have voted YES??
