You get a tax stamp per round with all the paperwork that implies. Then if your state law allows, you go to a big enough range and fire it. DD are just another weapon in the end.

This is more theoretical than practical though I think. Even if the ATF approves your Form 4 you’d still need a separate explosives license just to handle the components, which generally means forming a corporation, charter, insurance, lawyers, etc. Then you have to obey all the distancing, storage magazine and transportation regs, have to engrave all your info on the device, name, address and serial number. Then Lord help you if you have a dud and need to try and get your local EOD to come out and deal with your homemade bomb.

The level of crazy involved in just being willing to do all that should be an instant disqualifer.
