The president can’t extend subsidies unilaterally, and its a treaty which means it needs 2/3rds of the Senate to ratify, and that it won’t get. The president can talk about this, but he is limited in what he can do without the approval of Congress.
Frankly, I think Mitch McConnell should simply declare that the Senate will not be taking up this treaty in 2016, but rather will wait for the next president in the hopes that he or she will be more trustworthy than Barack Obama.
