OK, much as I hate to have to “be fair” to any Republican Senator (especially Asshole Cornyn), one really shouldn’t pass judgement on any food solely based on pictures on the Internet.
That said, the Cornyn Family Brisket does look pretty peculiar: it looks like they tried to deal with the problem of overcooking a thinnish cut of meat by refusing to cook it much at all. And the apparent color-correction in the photo doesn’t do it any favors.
But yeah, Cornyn’s from Texas: he should know brisket IS serious business down there. If he can’t stand getting heat over it, he should (in this case, literally) get out of the kitchen….

It’s not under cooked. It’s coated with what appears to be some type of tomato based sauce
