It isn’t unusual that the President is in town and tying up traffic. That’s what presidents do when they come to NYC (which they do with regularity). What is unusual is that both the President and VP are in NYC at the same time, and going to different events in different parts of the city - tying up more areas than usual.

President Obama is downtown in the East Village at Cooper Union. Traffic issues involve the FDR Drive from Houston to 14th Street and across to Cooper Union. VP Biden is on the West Side but is coming in from LGA where traffic tie ups include the GCP, Triboro Bridge, and Harlem/FDR drive to the West Side in the 60s.

But of course, this is all part of a typical day in DC where traffic stops every time a presidential caravan goes through.
