investigations dont always turn up evidence of provable crime - especially when it’s hidden or withheld through shenanigans or trickery, or (gasp) lying.

you would have had a better, but still wrong point by merely saying the investigation failed, not that because it ‘failed’ it must somehow be ‘illegal’
