I was speaking to the participatory democratic notion.

Of course, to have a fruitful democracy, you must have people who are educated to that notion and to the inclusiveness of a diversity in population. Every single person is important to it.

And people need to be educated in the basics of civics, science, history and media communication in order to be able to participate usefully. Otherwise it is the priveleged few (mis)leading the masses.
