No, instead you mentioned a branch of the federal government that has admitted, time and again, that it’s impossible to audit its budget. That is cannot account for every single dollar budgeted to it because of the arcane manner in which it runs things. Not only that, it is actually exempt from the same annual audits that those branches you feel should be bound to normal appropriations bills are required to undergo.
