It’s a risky move in that once begun OIG investigations cannot be blocked or interfered with by Sessions or Rosenstein. If Trump ends up not liking where Horowitz goes with this he’s going to have to fire him personally, which will elicit another obstruction finding by Mueller.

At this point, Jefferson Beauregard doesn’t seem to really have any cards left to play. If he outright refuses, then Donny will likely fire his ass on the spot. If he goes through with it, he’ll be right next to Donny when the charges are being read. So he’s chickening out by tossing the hot potato to the OIG in the hopes that when Donny starts hearing things he doesn’t like, he’ll just fire Horowitz instead.
