He’s trying to blame the WHO for his not taking the outbreak seriously, the implication being that they weren’t ferreting out that the Chinese were being dishonest and so he didn’t have the facts he needed to do more.

Problem with this? He was tweeting congrats to Xi and taking Beijing at their word at the exact same time as he’s accusing the WHO of not catching them in a lie.

He has run out of people within the US to blame & is searching further afield. If he could he would blame Mexico, he would love to blame Trudeau. The buck will never stop with trump.
