How the fuck does the panhandle get a 60+% positivity rate? Is it something stupid like # positive tests/# total tests which would have retesting of covid patients as a confounding factor?

Because if this is really # patients first testing positive/# patients of unknown status being tested, then things are completely out of control and everyone is going to catch this.
