Totally different situations. Medicare currently isn’t solvent in the long run. The costs associated with Medicare are independent of the retiree’s income.

For Social Security, the higher the income, the higher the benefit. Do you really want the wealthy to be getting Social Security benefits of a million dollars per year? Correcting the cost problems associated with Social Security is relatively simple, and won’t require total elimination of the cap on wages subject to the tax.

Medicare not so much given that new treatments can be prohibitively costly.
