I have a solution: send low-level misdemeanants and traffic scofflaws out with bottles of Windex.

I like it. Save money on the labor and only spend for a couple of cases of generic glass cleaner (why spend more for the name-brand stuff?), and towels. They might save over $75,000 doing so.
