So from a sociopathic point of view (or a Republican point of view, but I repeat myself), it makes perfect sense to do everything possible to keep the covid19 epidemic going in the US, and that is exactly what they are doing.

Those are ratios of those ethnicities compared to whites, but whites are such a large group that the ratios don’t tell the whole story. But whites need to be broken into liberals and conservatives. Those ratios would look very different.
