The DHS Assessment specifically mentions a “small percentage” of veterans are involved in these activities:

The willingness of a small percentage of military personnel to join extremist
groups during the 1990s because they were disgruntled, disillusioned, or suffering from the psychological effects of war is being replicated today.

Please read the assessment over again and I think you’ll agree that it is not generalizing to mean all veterans are suspect or that all veterans are prone to extremist activity.
