Most of the people comparing Texas and Florida to Puerto Rico have no idea of the variation among hurricanes. Harvey was a flood event for the most part. The wind was barely a factor in Houston. On the other hand, Puerto Rico was completely raked over by high winds. it’s a totally different problem when most of the roads are blocked by multiple trees. People can’t just get out and clear the road with hand tools.
