Trump’s criminal acts occurred before and during his presidency.
They were part of his effort to become President, and to remain in office, and to get reelected. They were part of his effort to punish his political enemies and to reward his cronies. They are part of his effort to profit from his office regardless of laws that prohibit such conduct.

Clinton’s Whitewater investigation was into actions taken well before he was in the WH, and Starr ultimately found Clinton lying about what was seemingly a consensual relationship/affair with Lewinsky. It’s on those lies that Starr and the GOP moved to impeach.
