IT looks to me as though the cops arrived on the scene with their minds made up about the nature of the suspect and they acted on them rather than assessing the situation and acting accordingly. The Cleveland PD, as well as the officers involved has much to answer for. I mention the department because the rookie officer who shot Tamir Rice was clearly insufficiently trained before being put n the street.
