Well, Obama was talking about deploying a mobile system. That might actually be a good idea, if it could be made to work. The problem with a mobile system is that given those systems needs for maintenance and also to appease Russia, they’d likely be based in Germany. They also may not prove very mobile in peacetime, as attempts to move them will likely provoke protests by various hostile euro-lefties.

That was the MX theory, which Reagan used effectively.

Mobile launch systems suffer from having long logistical chains that can be disrupted easily if the area they travel through is not fully secure or industrialized. So I agree that such a system would rarely leave German soil.
