Don’t know—said it is messy. Her attention, if not her identity, needs to be captured somewhere. Emergency contraception is just that—an emergency. If she isn’t brought up to sex ed /contraceptive speed it’s going to default to a norm.

I agree, but that still leaves the big question of ‘how’. Really, in our society, we treat teenagers like sex-crazed thieves and murderers on one hand, and absolutely innocent pure beings of absolute willpower on the other. Kids, in general, don’t trust most adults to look out for their best interests. The only real solution to most of these problems is for kids to be able to trust an adult enough to confide in them and to follow their advice. I do not think that the moment of purchase of emergency contraception is a good time for this to occur, and it has a lot of negatives— informing the parents may cause disastrous things to happen, the kid, already freaked out, may take more irrational decisions, etc.

I totally feel where you’re coming from, the desire to help, but it’s such a sticky, involved mess— it really matters what the individual narrative is, and it’s very hard to get that narrative without potentially fucking everything up.
