It seems like you think like an uncaring Libertarian or a cruel Conservative. Most people do the right thing just to do the right thing.

I can believe there are people cheating this, just like I can believe there are people cheating SNAP or Medicaid. But the vast majority aren’t. In all of these cases, it would be far better to make a system that allows you to deal with the cheaters than punish those that need it.
