My father taught me to do that.
It wasn’t always useless. There were dial locks on some phones, and you could still call by tapping in the number.

The way it worked was that rotary phones would break the dial tone X number of times as the dial spun, and the telephone exchange would pick up on those “pulses” and translate that into the number being dialed. The rotary-to-touchtone converters would do this conversion and then translate the number into the corresponding tone to send over the line.
