You could argue that Bundy was negligent in allowing his herd to roam on lands that weren’t his in the first place, and therefore he’s ultimately responsible.

But for his grazing on federal lands, his herd would not have wandered on to the Interstate right of way.

Agree. But remember, Bundy claims he has the right to run his cattle on that land and we all saw how well it worked out when the Fed tried to say otherwise. ///
